Russia Keeps Cod, Pollock Flowing to EU Despite Tariff Loss and Sanctions

Russia continues exporting cod and pollock to the European Union despite existing restrictions and duties, though prices in the European market have not fallen.
Following the start of the Russia–Ukraine war, the EU banned imports of Russian caviar but left other fish products, including cod, outside the sanctions list. In 2024, the EU revoked tariff exemptions for Russian fishermen, yet purchases of Russian fish still reached €709 million, with the Netherlands and Germany among the largest buyers.
Despite continued supply, prices for Russian cod during the holidays have reached their highest levels in several years, according to Jorge Carmaneiro, vice president of the Portuguese Confederation of Small and Medium Enterprises (CPPME), in comments to Euractiv.
Supply chains for Russian cod and other whitefish to the EU often involve routing through Norway. After processing there, the product is typically labeled as Norwegian, obscuring its Russian origin.
Experts argue that stronger fisheries management, particularly in the Baltic Sea, is needed to reduce EU dependence on such imports. Baltic states, along with Finland and Sweden, had previously called for higher duties on Russian fish, but the European Commission has not backed additional restrictions.
