140 Signatories Call on Lawmakers to Advance US Offshore Aquaculture Bill

US offshore aquaculture advocacy groups and 140 supporters, including some notable seafood companies, penned a letter to the US Senate Committee on Commerce, Science, and Transportation and the US House Committee on Natural Resources, urging Congress to pass the Marine Aquaculture Research for America (MARA) Act of 2025.
The letter was led by The Stronger America Through Seafood (SATS) coalition and the Coalition for Sustainable Aquaculture (CSA). The groups said the letter highlighted the bipartisan support for expanding aquaculture in US federal waters.
Environmental organizations, chefs, academics, and others signed the letter, but the seafood industry was very well represented. The National Fisheries Institute (NFI), the Aquaculture Stewardship Council, and seafood businesses Beaver Street Fisheries, Fortune International and Innovasea were among the signees.
“The U.S. has the science and technology, ocean resources and skilled seafood workforce to lead in sustainable seafood production,” said Drue Banta Winters, campaign manager of Stronger America Through Seafood (SATS). “The MARA Act would put in place a pathway to allow us to demonstrate that we can grow more of our seafood here at home both responsibly and sustainably, while strengthening coastal economies, supporting America’s terrestrial farmers and strengthening our nation’s food security.”
In October, Expana covered the introduction of the MARA Act of 2025. The bill was brought forward by Representatives Mike Ezell (R-MS), Ed Case (D-HI), Kat Cammack (R-FL), and Jimmy Panetta (D-CA).
The bill was introduced earlier in the Senate and gained some momentum amid the government shutdown. “The MARA Act represents a pivotal step toward ensuring that aquaculture in U.S. federal waters is guided by sound science, transparency, and a commitment to ocean health,” said Maddie Voorhees, lead for the Coalition for Sustainable Aquaculture and U.S. Aquaculture Campaign Director at Environmental Defense Fund. “By investing in research and commercial-scale demonstration projects, this bill will help answer critical questions about how we can responsibly grow more seafood at home while safeguarding the ecosystems and communities that depend on healthy oceans.”

Recommendations for Restoring American Seafood Competitiveness; Reopening of Comment Period

On August 27, 2025, NMFS published a Federal Register request for comment on suggestions to improve fisheries management and science within the requirements of applicable laws, as required in the Executive Order titled “Restoring American Seafood Competitiveness”. The request for comment provided a 45-day comment period, which closed on October 14, 2025. Due to the lapse in appropriations that occurred during the comment period, NMFS has determined that reopening the comment period until December 15, 2025, is appropriate to allow interested parties additional time to prepare and submit comments. Therefore, NMFS is reopening the comment period.
Seafood Nutrition Partnership Taps High Liner’s Sustainability Chief for Board Role

The Seafood Nutrition Partnership (SNP) has appointed Bill DiMento, Corporate Vice President of Sustainability and Government Affairs at High Liner Foods, to its Board of Directors.
DiMento adds over 35 years of leadership in various areas, including sustainability, regulatory affairs, and seafood industry advancement, to SNP’s board.
Currently, he oversees corporate sustainability initiatives and government affairs. DiMentio ensures High Liner meets high standards in manufacturing, seafood procurement, and social compliance throughout its global supply chain.
“We’re excited to welcome Bill DiMento to the SNP Board of Directors,” said Jason Driskill, Chairman of the Board. “With decades of experience across the seafood industry, Bill brings a depth of insight and leadership that will further strengthen the Board and advance our mission.”
DiMento first joined High Liner in 1987, holding a series of roles including Director of International Food Safety and Regulatory Affairs; Senior Director of Manufacturing and Regulatory Affairs; Vice President of Quality Assurance, Sustainability, and Government Affairs; and his current post as Corporate Vice President of Sustainability & Government Affairs.
